The New England Fishery Management Council reduced the catch capacity for the fishing grounds that covered several thousand square miles off the coast of Maine and Massachusetts. While the limits were decried by local fishermen, it was considered a better plan than closing more grounds to fishing or limiting fishing days. This limit was in addition to the closing of Georges Bank in 1994.
