On February 19, 1913, the Office of the Board of Harbor and Land Commissioners of the State of Massachusetts gave a public hearing “to all parties interested in the general subject of the improvement, development, maintenance, and protection of rivers, harbors, tide waters, and foreshores, with the view of undertaking such work as the Board may deem to be reasonable and proper.” Benjamin H. Colby and others from Gloucester proposed the construction of a breakwater from the mainland to Ten Pound Island.
