Smith served on the Gloucester School Committee and the City Council. He was elected mayor from 1954 until 1955. He was a close friend of President Kennedy and when he was elected President of the United States, his senate seat went to Smith, who stayed on until Kennedy’s brother, Ted Kennedy, turned 30 years old, the minimum age required to hold a seat in the Senate.
