The first phase included healthcare workers, residents of nursing homes, first responders, people in homeless shelters and prisons, home-based healthcare workers, and those doing non-COVID-19 care. In a second phase, from February to April 2021, vaccinations were made available for people working in early childhood education, transportation, food service, and sanitation, as well as adults over 65 with high-risk conditions, such as lung illnesses.
