The church was designed by the Gloucester architectural firm of Ezra L. Phillips and Timothy F. Halloran. It was dedicated on August 10, 1924, and it was noted in the Gloucester Daily Times the following day that an “immense throng of worshippers participated” in the first service.

The Catholic population in Gloucester was expanding rapidly as more immigrants settled in Gloucester from Ireland, Italy, and the Azores. St. Ann’s was the main church for Catholicism, however, four additional Roman Catholic churches were built during this period. This included Saint Peter’s Church, which was built close to the commercial fishing industry as a mission of St. Ann’s. It was named for Saint Peter, a fisher of men.
