The organization included cities from coastal cities and towns affected by oil pollution. The invitation specified “The Atlantic City Conference will provide a timely forum where oil pollution, in all its relations to our economy, welfare, natural resources, and community life, can be thoroughly threshed out and a program of action formulated.”
