City Councilor Gasper Lafata proposed prohibiting pleasure boat traffic between 12:00 and 1:30 pm and 4:30 and 6:00 pm, while still allowing commercial fishing vessels. The plan was rejected in part because the city would have to spend $50,000 to build docking facilities.
