During the annual meeting of 1872, the library voted to incorporate and the Commonwealth of Massachusetts issued a charter to the Gloucester Lyceum and Sawyer Free Library, Inc. “for the establishment and maintenance of a library forever free to the inhabitants of the town, for the delivery of lectures, for the collection and preservation of natural history and works of art, and for the promotion of intellectual culture in general.”
