With a 6-5 vote, the Board of Elementary and Secondary Education granted a charter on February 24, 2009. Education Commissioner Mitchell Chester recommended the charter despite vocal local opposition, including the mayor, the superintendent of schools, the school committee chairman and state government representatives. The Gloucester charter was the only one in Massachusetts recommended by Chester that year and the only one approved by the board.
