The diphtheria epidemic started at the end of 1902. In March of 1903, the largest number of concentrated cases was at the Hovey School, so a meeting was called between the Board of Health, the School Committee, and the Board of Aldermen to assess the sanitation conditions at the school. This meeting led to a city order that enabled the Board of Health to effectively remove any chances of contagion at any of the schools in Gloucester to prevent the spread of disease.
